I created a new ‘Priority’ in a ‘Plan’, but it shows at the incorrect place in the dropdown.

When creating a ‘Worklist’ or editing a ‘Plan’, using ‘+Add New’ ‘Priority’ will place the new item at the end of the list by default, giving it the highest value.

To fix the order, you can drag and reposition the ‘Priority’ items. The order is ranked from Lowest to Highest, moving from left to right.
