Can I restrict Workflow actions for users but still allow them to add Feedback to Files?

Yes, this can be done in two ways:

Use ‘Share with Anyone’. The recipient does not need a ButtonShift account and can view the content and add Feedback.
Add the user as a Viewer on the File or Board. The user must have a ButtonShift account but will not be able to perform Workflow actions.
